No, "the administration" could not do that. The things that the Federal government can do in times of crisis do not include the wholesale takeover of every function of the local government, although in this case, it would have been vastly preferable. They are STILL finding supplies squirreled away at local government sites that went unused. The corruption of the local officials and their incompetence are pretty hard to blame on "the administration" unless, of course, you use assigning blame as a security blanket.
Oddly enough, S4L nails exactly why the number of fatalities has seen such a tremendous variance.
