Sometimes Kaka and some top players don't even go to some major tournaments because they are not important enough, a good example was Copa America last year. Kaka and Ronaldinho said they were "tired" after the World Cup and the Italian/Spanish/World tournaments and asked Dunga not to play, in that case, Kaka is so confident and prestigious, he calls the shots, and even without him, Robinho and crew smashed the ARGIES LOLLLL.
So there are a few reasons that could come into play, depending on the situation. but mainly for new guys to test, as KAKA has his spot guaranteed on any coaches dream team.

Bacary Sagna is available while Denilson and Theo Walcott have been added to the squad. However Manuel Almunia is still recovering from a virus so Jens Lehmann will keep his place.
