No you're just assuming that is what he meant but if you actually read what he wrote, all he asked was, how many GPD can he get for $5-10K.
I paid $2k for 30 grams. I know others that paid 4-8K for 35+ grams.

I read something about allowing a couple plants if they legalize in the spring. Which isnt great or even sufficient but is free. Also could be more plants i dont know....
