I think it's totally fair. The LL rents it as utilities included. It doesn't matter if he's growing, gaming, or old as dirt and keeps his apt. at 85.

one cannot steal that for which one has already paid. The electricity is not charity given by the landlord. It is included in the rent. Limiting the tenant's use in contravention of the contract, NOW THAT IS STEALING.
Of course there is a meter. I recently had a landlord try to levy an additional electricity fee as he had underestimated usage for the building. Had he overestimated, and charged more rent than necessary, do you think he would have told me? No, and he would have no obligation, ethical or otherwise.
I informed him I would not be paying for anything outside the contract, and that since I considered his attempt at imposing an illegitimate levy (and written notification thereof) an aggressive and unethical act, I also informed him I would not be paying the last month's rent in order to ensure the security of my deposit, as i could no longer consider him a good faith actor. Further, since he could not provide documentation of the escrow account as required by state law (NY), I considered the deposit payment taken for rent. He stormed and foamed, but to no avail. The law was on my side.

The landlord isn't "helping out", he is making a business decision not to install a separate meter. Guess what that does to the rent? As stated previous, the contract is the contract. It defines right and wrong in the relationship, not your imagination or any winks and nods.
Business is business. Your landlord is not your friend, buddy, or peer. Follow the contract to the letter and you need not be concerned with personal ethics. If either party is displeased they can ask to renegotiate the terms, which is at the discretion of the party receiving the request.

I've noticed people saying that 1500w little space heaters draw so much energy, how could someone notice the draw of a 1000w lamp.
Do the space heaters do a continuous draw of electricity, or is that the max they hit every once and a while?
Seems my unvented 400w HPS did a better job heating my house that the 1500w space heater does.

In CT and NY you cannot sign away your right to be secure in your home.
FYI if you are a landlord watch who you fuck with. If you pulled this on me you would be in for the worst year of your life. Every bit of cooperation you would have to wrest from my hands via legal challenges. Little problems you can't prove were caused by me would start to crop up. Invasive weeds would suddenly swarm your property. The drains would clog monthly for years after I left. I would sit around researching ways to cause damage and depreciation to your property long after I leave, in untraceable ways. I would look for ways to harass you via regulatory agencies and the court system.
Bullying someone like me would not be worth it like it was with that scared little kid. And that's been the case since I was a kid in school and my first landlord tried to fuck me over. Your word is your bond, and your tenant's privacy is not yours to take away. There are a lot of people like me in this country. Watch yourself.
