One of the benefits of the passage of medical marijuana laws at the state level is that the quality will go up & the price will go down, leaving dudes with moldy dope holding a bag of just that... moldy dope.
Once the legalization issues settle down, free-market competition will drive demand, and producers will shift to competing to grow the best quality for the best prices.
If I were a grower (of course, I'm not), I would focus on providing the cleanest, most potent, most enjoyable smoke one could buy. By ensuring top quality, I'm sure I'd be able to market the entire crop, probably on contract basis, to a medical dispensary or cooperative.
What's good for the medical use community is also good for the stoner community.
Guys like the OP describes would be left holding the bag, literally.
