That's not marxism, true communism/marxism shouldn't have a dictator, it's meant to be democratic. There's never been a genuinly communist country, just dictatorships borrowing the name to abuse people the way dictators have all throughout time.
The closest thing to either true communism or socialism might be Britain's periods in the 40's and 50's the "Post-War Socialist Utopia" period as some call it.
We gave everyone a pension and free healthcare and the government bought the railway, water and power companies and made things cheaper for everyone by taking away the need to make profits.
The point is giving the people control of the state, dictatorships like North Korea are facism pretending to care about or represent the people.
