I have smoke really good charas and India hash in UK, lots of travelers came back home for the summer bringing the goodies to the festivals and hippie comunity.

The whole country isn't a cesspool!! I a American and World traveller have seen many countries much worse than Mexico. Why do you hate it so much??? Mexico has always had a great Marijuana culture. It is not known for hash production but more for superb Sativas which have turned on the world since the 1950's.
