well if you are still in the veg state you need much less light energy to continue growth than if you were in flowering. 400w is plenty of light to veg even a whole room if it is spread out properly i use t9's and they are only 40 or so watts a bulb and i can veg like 100 plants with two fixtures.....though i'm sure you figured this out by now
