Yea I would say cause my air pressure in the tent is greater so my tent stays pregnant looking hope am on track with the response as i am a noob
In most cases, you want to have your fan pulling air out of the tent, rather than blowing air in. The fresh air then gets pulled in through a passive intake. Most fans are much more efficient when set up this way. It also helps keep smell from leaking out of any holes in your tent.
With your setup, all you need to do is simply reverse your intake fan.

Negative pressure is the norm re: reduces smell. The ballooning of the tent will push air out any seams, hence why we usually run negative pressure to pull air in to be cleaned upon exhaust. Vent101 is a must read for new growers.
Fans push or pull at the same pressure. It's a common mistake to think they're geared for pulling. I can't recall the physics behind it but it's an easily researchable topic.
You would get a lot more light out of the cfls with beer can reflectors- you can look that up. You would need bigger reflectors for the 40 watt lights. Like clamp reflectors, 10 inch diameter is what I use. And extenders too for the 40's.
