Haven't heard "cuffing" since the late '70s when I lived in Boston. Comes from "on the cuff". I was told it was a reference to the way cops recorded graft.

In any case, recreational weed on the cuff seems like a bad idea. Then again, buying weed at all seems like a bad idea to me now.
