Perhaps if you coud give us, or talk the scientist into coming online to tel us, what precisely you will be researching, the responses may be more positive. There are already products on the market that take advantage of what you have hinted at so far. So its difficult to see why a licence to research something that already exists would be granted at this point.
Just setup the warehouse and start growing under the mmar designated program and transition over when the mmpr is officially under way. Thats the smartest way in my opinion.
