How do you establish a safe address?

Personally I don't (have to).
But I can tell you a few options on how to do it:
Use a previous occupants name for receiving mail. (make sure there is no mail forwarding that person might have active)
Use your attorneys address.
Use a friends address.

there is no such thing as a safe address, really. unless you moved out of your parents house and still get the random mail or you house sit for an extended time, or the weird random chore of picking up someone's mail for them
99% of people here don't have safe address, and they are just saying this phrase.. and don't want to feel like they have a gap, but they do.
so if any of the above can fit do it, or take a slim risk and send them to yourself as very few seeds get caught through mail..
and no, PO boxes are not safe, and sending your mail to a friends address is the farthest thing from safe....

if your gonna lie to them about whats coming and the levels of illigality then they aint your friends. you dont put friends in any kinda situation they dont know about or without talking to them. a friend will say yeah man no worries get your shit sent here i dont give a fuck, after you have said look bro i need such and such to be delivered. imagine your friend asking you to pick him up from a garage and he aint there but 30 cops are and their there to take the 40 keys of coke in the wheel arches. not cool is it.
best thing you xan do i think is to have it sent to a CLEAN address. forget about the safe thing as there are so many variables, if feds find your seeds in the mail and try come raid you and find nothing at all then they have no idea what to do. where i live is clean. so it comes here its only novewlty items and random equipments when its still in the boxes

I had a plan once to get a fake ID, photoshop a supporting document (the voter registrations around here are really simple) and get a PO Box or UPS mailbox with under that fake name.
I didn't follow through with that because I'm not trying to commit more felonies than I already am. Forging ID's may or may not be a federal crime, but I'm sure if you use those to get a PO box it is, since the post office is part of the federal government.
I have purchased very few things through the mail. Once I had a package held at a UPS store for pickup. Another time I had an out of state friend receive a package for me and then ship it to me from where he was. The most recent time a local friend received a package for me. Both friends knew what I was doing and knew what was in the packages, I wouldn't lie to them about it.

i do see there are remailing services, they will accept mail on your behalf, then resend it to you
you do have to provide ID, so that is much like a PO Box
but you could choose a state(where the remailer address is) where seeds are less of a priority

If YOU lie to YOUR friends then yeah, nowhere did I suggest to do so.
Neither did OP state having anything illegal mailed.
His question was regarding a safe address, nothing else.
If anything it can be like a less safe way of being safe, you can ship to a different address but have to deal with scooping it out of mail that's not yours/ I sometimes think of it as a safe as in "vaulted safe" really should be a fake identity with a p.o. box that you use moderately throughout the year. An easier cheaper way would be to send to trusted friends/family with their names changed slightly and make the situation deniable if they were to get any visits.
i'd look at the strategy here as what's the most plausible problem?
i've seen a few posts of actual customs agents coming by, not sure how credible those are
the number of actual 'events' seems tiny, and they seem to be local law comes to door, doesn't have a warrant, and wants to talk
obviously a smelly operation wouldn't be good, but i've seen a lot of posts that if you're prepared for a knock and talk(i.e. they knock but you don't answer), there's not much they can do(legally that is)
i'd really like to know how these few visits come to be
bulk of deliveries just seem to get binned and a letter sent, must be some initiative on the local side that informs customs they want to know about these kind of things

While I admit that not telling the recipient what is to be delivered is dishonest, I think it's worse to consider a human "scum"... but to each their own I suppose.
The entire hypocrisy of "Don't tell" and "Tell them everything" is ludacris.
If we could only be more judgemental as a culture then we could rise above it and elevate our entire movement.

Scum is an gross understatement. Anyone who uses another's address without full disclosure is the mortal enemy of us all. All exaggeration and hyperbole aside, people get robbed, beaten and killed over this stuff. Are you seriously going to stand on the side of the perpetrators?
Perhaps if we could just get them all into camps...

You are presuming OP planning on having something illegal mailed to a safe address.
All he did was asking how to establish such, in no way did he suggest it would be used for illegal purposes.
He could be living in a questionable neighborhood with mail disappearing...and is looking for other ways receiving his mail hence the safe address.
Personally...I get 99% of my mail send to an address in the US...because it takes weeks for mail to get where I live...sometimes mail even vanishing when it gets to the islands!
