Yes, it is as simple as popping in a DP breaker, and running some 10/2 or 10/3. In a residence you do not need conduit. Furthermore if using ROMEX, do NOT use conduit. ROMEX can not be run in large runs of conduit.
I have set up ops in commercial locations and ran 1000's of feet of Romex, w/o issue. No it was not to code but we never had an issue.

An electrician won't likely pull a permit to add one breaker. You can do it, it's really easy.
You can shut off power to the breakers by flipping the main breaker.
Sounds like you're trying to run a 30 amp 220v circuit. Get a 30 amp 220 breaker. Check your box to see what type of breaker to use. There will be a letter code such as "QO". Find the brand and the type. You'll be able to match it at the home center most likely. A 220v breaker will look like two regular breakers attached together with a bar connecting them so they must be turned on or off simultaneously. The breaker simply plugs into the panel. Some have screws that hold them in place but that is somewhat rare.
Feed the wire into the panel and secure it with an NM connector to the box and strip the outer casing from the cable. The black and red wires of the 10/3 go into the breaker outputs. The white and bare copper go into the neutral rail. (Note there is an exception to this: If you see the white and bare wires attached to separate bars you should do the same. This is a case where you are connecting to a sub-panel and they must be separated. If they are all mixed on one bar or mixed on several bars just hook them up to any open slot)
And there you are. You're done.
The next question is what are you hooking up to this circuit. We can then walk you through the other end of the wire. Keep in mind that you should connect a circuit to the panel as the last step.
That's even easier. 12 gauge will carry 20 amp. Yup two 20 amp breakers. All other instructions above still apply to finding and installing the breakers.
You could just run a single 12-3 carrying two circuits. The red goes to one breaker and the black to another. All neutrals and grounds are shared. Just be sure that the two breakers are located one directly underneath the other in the panel. This would be easier than trying to fish two seperate wires up to your attic.
Almost everywhere NM is acceptable for home wiring. Again, do not put it in conduit. If you see NM in the basement going into your panel you are fine (or anywhere else exposed).
