I flash read this proposal and agree with it's intent, I will look at it more closely when time permits. Basically there are two competing proposal to put on the ballot the ones powered by the California growers. " Smart & Safe Legalization", then the one "Safer Arizona" is putting out. California had lots to learn about cost of administration their legalization now take 72% and they want more incremental increases.WHAT THEY DON'T WANT IS A COMPETING STATE NEXTDOOR UNDERSELLING OVER OUTPRODUCING.

Lets look at this in a purely self interest manner. The chump pitch that has been used in WA,OR,CA, " Grow Rights" which is who is financing project 360. Look at how it played out in those states as well as where the dispensaries are located.
there are no dispensaries in Riverside, Manhattan Beach, Compton or will they allow along with most of the cities in LA. try to get a permit to grow anywhere in LA & Orange counties.
Here it is plain and simple you dont have anything if it is left up to the term ( TBD)- TO BE DETERMINED
WHAT THAT MEANS IS THE BOARD WILL LOOK AT AND AND THEN MAYBE UNDER SPECIAL CIRCUMSTANCES. If the local governing authorities agree and a home owners association is a governing body,thats if you own,if you rent the owners or their representatives must agree. In Lane county OR. the school district is placing a claim to the marijuana board for loss of taxable value in their county they want a representative on the board as well.

Set up marijuana that all product produced to the state of Arizona set up like the Land Grant Universities. Anyone can own produce process distribute transfer sale Arizona product. However the product belongs to the people of Arizona firs, Arizona tax liability what ever attributed of any kind will be paid by export and import tariffs first.
We charge a tariff on all product going out and coming in will go to the cost of administration there is no FEDERAL INTERSTATE COMMERCE COMMISSION

Newly formed "Arizona Cannabis Chamber of Commerce" is coming up with some proposals for an alternate initiative. Seems like the high powered California financed " Smart and Safe" has some detractors.

Does it seem incredulous that a product restricted to state laws and boundaries. Then can be financed, commerce license protected principals that are nameless by other state corporate laws. Simply put if the product is Arizona restricted so should be the owners.

If a person really has a passion for the future of cannabis in Arizona go to Facebook Safer AZ 2020 subscribe get some following. Worst that can happen is the "Smart and Safe" will need to bend to the will of the senior voter who swung it last held strong like a willow didn't break a no lose situation. Cannabis is systemic in our culture and has been for a long time the reason it lost last time is because it was bad what is it going to be this time right now there is plenty of time.

It is close, I was in Truth or Consequences NM in the old town there for the chili Festival In Hatch. Always fun watching the crowning of the Chili Queen ride in the thanks Giving Day Parade competes in the beauty pageants. The whole Hatch Valley hangs thick aromatic taste of 1000 50lb sack chili roasters all going at once. Hot chili malts burgers fries candy with watermelon fantastic.

Truth or Consequences is known for it's mineral baths highest concentrations in the nation. The amount of chloride for muscle regeneration therapies NM new 60 bed state Vet therapeutic rehab is getting success off the charts. So I was touring the new facility great staff dedicated professional compassionate. I was able to get some from the dispensary and take 4 vets to Hatch Valley. On the ride down to hatch stopped in Mesilla Valley for a smoke break. You know what not one of them though a Hot Hatch Chili Malt was bad after the break.

This is a duel initiative both Safer and Cannabis Commerce can pass on the ballot.

I would prefer "Arizona Cannabis Chamber of Commerce" simply because that strings to abuse would be rewritten.

If Safer proposal stands ADHS/mmj would stay administrator and they have done a shit job so far on accounting, testing standards, licensing, over all administrating. ADHS/mmj already has a board set up and running in that proposal the board is made up of anybody he deem necessary and entitled to compensation. Then the gift clause now there's a stick it to the patient if anyone has ever seen one WOW what a fucking that can be.

With SB1494 out of state producers take advantage of of impoverished economic zones put locals out of business. Not only that underwrites their crop grows with an insurance policy to buy bad product. In order to maintain market viability supply and distribution consistency is the value set on market control for this a foot on the throttle of supply is paramount. So over production is made into a concentrate and that over production is void of tax as it was donated under the gift clause and then sold only tax to be collected is POS.

This SB 1494 needs to go or since it is illegal on a federal level there is no precedent for ICC rules regulations or any governing court but that in the state it is produced. I say anything shipped out of state has a 100% applied to make up for the economic impoverished it is exploiting.

House Committee Approves Cannabis Legislation MORE Act

In a 24-10 vote, the House Judiciary Committee approved the MORE Act that would effectively end marijuana prohibition on Wednesday. This is the first time that a congressional committee has approved a bill to make cannabis legal.

“Today’s vote marks a turning point for federal cannabis policy, and is truly a sign that prohibition’s days are numbered,” said Aaron Smith, executive director of the National Cannabis Industry Association (NCIA). “Thanks to the diligent efforts of advocates and lawmakers from across the political spectrum, we’ve seen more progress in this Congress than ever before. Supermajority public support for legalization, increasing recognition of the devastating impacts of prohibition on marginalized communities and people of color, and the undeniable success of state cannabis programs throughout the country are all helping to build momentum for comprehensive change in the foreseeable future.”

The U.S. House Judiciary Committee will hold a vote on a comprehensive cannabis legalization bill, marking the first-ever vote to completely end federal prohibition. The MORE Act was sponsored by House Judiciary Committee Chairman Jerry Nadler (D-NY) and would federally decriminalize and deschedule cannabis. In addition to that, the MORE Act contains strong social equity provisions with an emphasis on restorative justice for communities most impacted by cannabis prohibition.


Steve Hawkins, executive director of the Marijuana Policy Project said, “This vote is an encouraging indication that federal lawmakers are listening to the majority of Americans who support cannabis legalization. Prohibition brings devastating and unjustifiable human and economic costs, and it is time for Congress to take action. We are hopeful that the House of Representatives and the Senate will cooperate to pass legislation to finally end the failed policy of prohibition.”


MPP also stated that if it is signed into law, the MORE Act would remove cannabis from the Controlled Substances Act; require federal courts to expunge prior cannabis-related convictions and provide for resentencing; provide grants and funding to communities most harmed by the war on cannabis; lift barriers to licensing and employment in the cannabis industry; block federal agencies from denying public benefits or security clearances due to cannabis use; protect immigrants from being denied citizenship over cannabis; and allow VA physicians to recommend medical cannabis to veterans.
Drug Policy Alliance Executive Director Maria McFarland Sánchez-Moreno made the following comments, “The bill includes key elements to allow states to move forward with marijuana regulation, but also to ensure that the communities most harmed by prohibition are not left behind, but also benefit from marijuana reform. The MORE Act recognizes that marijuana reform is fundamentally a matter of justice. I’m so pleased that it is now coming up for a mark-up, and I encourage all members of Congress to support it.”


Max Simon, CEO of Green Flower Media was equally enthusiastic saying, “The cannabis community does feel very optimistic that the vote will pass because so much of America is already in favor of legalizing cannabis and nobody feels good about the damage that’s been done to our citizens around the war on drugs. Let’s hope that evolution and common sense prevail today.”

It being reported that the AZ hemp crop, 40% needs to be destroyed because of cross pollination with Marijuana. This is just going to be the tip of the cost of hemp burden on sb1494 AZDHS/mmj director and regulations clearly state that the loss of crop will be on the Medical Marijuana user. This goes with retribution for crop loss by regulatory means and can receive compensation. The only thing different from prop 205 to sb1494 is it can be repealed easily not a constitutional amendment like prop 205. Smart and Safer is almost done on signatures required to qualify, everyone needs to get this one signed. The six plant in my opinion is smoke so many regs to write on that one. So many governing entities have say landlords, home owners associations, school districts, cities townships counties. Are people going to need to supplement license for tax collection from AZDHS/mmj to grow for their own ?

I have a modest old house in town, small and equipped with a nice veggie garden and 10 trees that my wife and I planted 15 years ago. Out further, toward the Galiuro Mountains, I have a piece of an old mining claim that I have slowly but surely equipped with a 1985 Layton trailer under a 30' x 20' polebarn/rain catchment. A little photovoltaic power and propane heat/refrigerator, and I'm ready to grow. Probably need another 2 poly tanks, 1550 gallons or so, in order to water 12 plants (15?).



My nearest neighbor is 11 miles of driving, 2 miles of it 4x4. In a straight line, the nearest neighbor is 8 miles away. No cross-pollination worries there. Also, 4 locked gates adorn the way in and out. No one gets the last two gate keys except me and the rancher's extended family of hunters who we know.

Good luck with that best of wishes on your success. Most likely coming in from the Dudleyville side Klondike Bonita Benson quite the endeavor for maintenance tending. In the foothills of Klondike you might have enough water but short on solar might need to supplement. You might be surprised to the mount of traffic through this area az dept people of all types from civil to game and fish with Aravaipa flowing both way is constant monitoring game patrols from Cluff Game & Grahams res are constant along with BLM recent patrols. Just saying you might not be as secluded as thought activity unoccupied raises concern to those looking for such. It was always a hot bed for illegal agriculture on game wardens Tom & Pancho from the Game compound in Pima Thatcher Cluff were the best AZ had and they were good. So perhaps staying along legal lines until next election and then within perimeters it would be hard to say 12 plants if just one occupied the structure and then get a PO Box in the closest and registered to vote in that county at that address proves dual occupancy residence. Supplement with as much sunlite as possible most likely with have a seasonal crop enough to hold through. Support your proposition for "Safer Arizona Legalization" then repeal as fast as possible sb1494 a boondoggle if ever there was one.

I have not been to MUD Creek for 30 years or in the area. I have flown over at 160mph @ 3000 above closest I have been. Just what agency authorized the mining claim AZ or BLM? Both of these consider a mining claim industrial not residential if occupied/operational certain requirements are needed. These can be inspected SWWPS DEQ erosion control water source, access drainage maintenance etc.

I dont spend much time in Arizona anymore still have interests need to attend. I reside part time in NM in an old town of Hillsboro well closer to Kingston Black Mountain region of the Gila Wilderness

But hey give it a shot beautiful area a place where solace is valued. I dont get into the growing aspect much have associates that have that focus. I am mainly or exclusively administrative. I hope the endeavor is worth the results and reap the rewards.

There are several civil engineering studies going now. With the proposed realignment of I-10 San Tans to Bowie. Pinal , Gila, Greenlee, Cochise counties all working on future developments.
