What exactly happens if you are unemployed and don't pay taxes?

Yeah and last year you should have gotten even more. They were giving people back extra money as a kind of reward, just for having worked at all during the year. I have a friend who is the mother of 3 and is married to a deadbeat husband/dad (He's there and able to work but he just sits around all day and does odd jobs here and there to buy cigarettes and beer). She said to me once, she more or less keeps him around because he is the kids father and he's another mouth to help qualify for benefits. She makes minimum wage as a full time cashier. Anyway with all the extra credits she got back over 10K.
