the reason LED's still glow when power is turned off

Otherwise the tiltek would be cheap Chinese timer that doesn't fully work

Actually the problem is the cheap driver that's used to power the LEDs. If a quality driver is used, you won't have this issue, as the minimal current won't be enough to trigger the driver. If you read some of the comments below the video you will see it explained well, and I'm pretty sure the guy in the video isn't an electrician:
