Small Farmers Initiative

I wrote this up and want to get feedback before I start to really push this idea forward. Please let me know how this can be improved so we can create the best chance possible.

-In the spirit of the Farmer’s Markets, small craft farms and the legacy of heirloom plant stewardship, This initiative is created as an equitable pathway for small farmers to add cannabis to their farms and enter the marketplace. The initiative will also reduce greenhouse emissions and unnecessary overpacking, By allowing farmers who obtain a certified producers certificate to act in a way identical to other certified producers as well as certified farmer’s markets. This would allow cultivation of up to 2,500 square feet of cannabis canopy to their gardens without the costly and inefficient hindrance of the track and trace tags that greatly impact the most labor intensive steps in the cultivation stages (planting and harvesting). This initiative would also waive the certified producers of having to pay the discriminatory “excise tax” as well as the “cultivation tax” but would still require the collection of local taxes wherever the product is sold. Similarly to the certified producers certification would be certified Cannabis farmers markets that operate identically to certified farmers markets operate now but with the requirement that the event not be held within 100 feet of a school zone as well as all entrances and exist must have a host who verifies all who enter are 21 and up.

“Until 1977, regulations required farmers to properly pack size, and label their fresh fruits, nuts, and vegetables in standard containers to transport and sell in markets anywhere other than the farm site. Certified farmers' markets in 1977, by Department regulations, exempted farmers from packing, sizing, and labeling requirements.

The Direct marketing of agricultural products through CFMs benefits the agricultural community and consumers. CFMs provide a flexible marketing alternative without disrupting other produce marketing systems. The high quality and fresh produce brought to the CFMs by its’ producers creates a diverse market and also provides the consumer with opportunity to meet the farmer and learn how their food supply is produced.

CFMs provide a great opportunity for small farmers to market their products without the added expenses of commercial preparation. This increases their net income and makes it possible for them to stay in business. There are approximately 750 certified farmers’ markets and approximately 2,700 certified producers. Of these markets, about 60% are year-round markets and the balance is seasonal. In a typical year, the majority of the seasonal markets operate from April through October of each year.

If you are interested in opening a Certified Farmers Market, or in becoming a Certified Producer, please contact the County Agricultural Commissioner’s Office in which you produce your commodity.”

To highlight the important issues addressed by this initiative:
  • Allows farmers the ability for crop diversification – up to 2,500 total square feet of cannabis canopy.
  • Distribution.
  • Retail – storefront or non-storefront.
  • Remit the use track and trace tags.
  • Remit the cultivation tax.
  • Remit the excise tax.
  • Reduces greenhouse emissions by eliminating unsustainable and wasteful packaging.
  • Promote equitable pathways into the cannabis sector.
  • Reduce illegal sales by allowing clandestine operators an affordable entry to the marketplace.
  • Promote biodiversity of heirloom and regional varieties that don’t commonly exist in commercial markets.

Godspeed. Sorry that this hasn't gotten more attention, but it should.

The only way forward is to empower small farms and return to local supply chains.
