The cops could have "unhooked" the owner as soon as they saw the dog and let the owner deal with the animal. That dog did not come out of that car looking like he wanted to hurt anyone, he just wanted to be with his owner.

To me this looks like another case of everyone fucked up and the only innocent being involved pays the price.
