I have 6 plants out back and this is only happening to one of them. Could it be powdery mildew?

Interestingly there's a small bright insect with alternating purple, blue stripes that only hangs out on that particular plant. It doesn't visit the others. So maybe it's just bug shit?

Edit: looked it up and it's a candy striped leaf hopper.
