Please help broad mites maybe? Pictures to help

I thought it was broadmites so I treated with avid then forbid then sulfur. 3 weeks later my plants are still damaged and seem stunted, no growth for weeks. Some plants that have less damage seem like they're growing but others are not. So right now I feel like half my outdoors are going and the other half is stunted like this and I have seedings to replace them but need to know if these 3 month old starts are fixable before I commit.
