Not really. But still a kind of strange ending. It seems to be a quote from very anti-cannabis congressman Andy Harris explaining why, despite his stance, he supported the 2022 Medical Marijuana and Cannabidiol Research Expansion Act, making scientific research (in America) easier.
Sure, giving big pharma or other commercially motivated actors the possibility to research something does come with potential downsides as well, like anything. But I would say it's still an improvement over them lobbying to keep it ridiculously illegal so that it doesn't eat into profits from their existing products.
