is this a common pest of cannabis i have somehow never heard about?

not too worried about my avocado trees, they fend for themselves!

Not at all - I looked up the name as it was not a mite species that I'm familiar with. From reading the description at the UC Davis web site it sounds like it could be mistaken for the Red Spider mite but obviously you know what you're dealing with.

I checked with the database at the Oregon Department of Agriculture and didn't find much information. Perhaps it's too cold in the winter or too wet for the Pacific Northwest??

I would recommend using neem oil and assume that they have the same reproductive cycle as our usual friends.
