Pretty sure it's an attempt to help protect moose populations because wolves prefer to hunt sick or weak deer and moose which is a sign the moose have contracted a deadly (to the moose) parasite from deer, at least that's what it seems is going down in Minnesota
Of course all of the "ranchers" aka wannabe poser cowboys are like hurr durr why can't we just hunt the deer and moose, when they would likely just kill healthy portions of the population not to mention there's no way they could adequately navigate the terrain where a lot of the animals interact, it's likely something the wolves can smell that indicates to them the animal is vulnerable

several states out west have ungulate populations far beyond what the land can support. elk and deer both breed and proliferate beyond capacity if there are no predators holding their numbers in check. G&F depts try, but human hunters cannot go into Yellowstone etc. tourists are mad at first because the elk etc are not out posing for pictures like before. it takes years after apex predators are re-introduced before the environment rebounds after decades of over use by prey species...
