Are there actual physical locations to buy seeds in Ireland or just online sites? If so, are there any that stand above the rest for quality and reliability?

Lots of places to buy seeds over here, they are 100% to buy in shops.

Dublin, Cork, Galway, Belfast and a whole host of smaller towns will have places you can pick them up.

Postal system is quite safe to use if ordering from the internet.
 
It's not like the USA. Seeds are perfectly legal to posses. You can legally buy everything you need, you can't "put it all together" legally.
The commercial weed scene is awful - overpriced, underweight damp shit.
Try the boo, I've had a couple of deliveries no probs. Probably the seeds will be fresher. Some shops will order in on your behalf if you are nervous

Under no account think of selling any. You'll end up tangling with paramilitaries or heavy criminals.

If your buying seeds in Ireland, make sure and see how they store them. I've seen some of these shops lay seeds behind their window (in direct sunlight) for months. WTF!! If I was you I'd go to seed boutique or seedbay, you can't go wrong.
