The United Nations is now accepting job applications in New York City, New York for Disarmament, Demobilization, and Reintegration officers to “contribute to security and stability in post-conflict environments.”
UN DDR forces operate under the intergovernmental organization’s Department of Peace Operations to “assist” the Member States, including the United States, in a boots on the ground capacity.
Applicants eager to conduct DDR “field missions” are required to have “seven years of relevant experience in disarmament affairs, political analysis or in national military or paramilitary service” and an “advanced university degree (Master’s degree or equivalent degree) in disarmament affairs, military studies, political affairs, economics, international relations, or a related field.”
The UN describes the Disarmament, Demobilization, and Reintegration protocol as “a complex process, with political, military, security, humanitarian and socio-economic dimensions.”
Key components of DDR as defined by the UN include disarming the civilian population and “the development of responsible arms management programmes” and the implementation of mass detainment camps:
Demobilization is the formal and controlled discharge of active combatants from armed forces or other armed groups. The first stage of demobilization may extend from the processing of individual combatants in temporary centres to the massing of troops in camps designated for this purpose (cantonment sites, encampments, assembly areas or barracks). The second stage of demobilization encompasses the support package provided to the demobilized, which is called reinsertion.
Reinsertion* is the assistance offered to ex-combatants during demobilization but prior to the longer-term process of reintegration. Reinsertion is a form of transitional assistance to help cover the basic needs of ex-combatants and their families and can include transitional safety allowances, food, clothes, shelter, medical services, short-term education, training, employment and tools. While reintegration is a long-term, continuous social and economic process of development, reinsertion is short-term material and/or financial assistance to meet immediate needs, and can last up to one year.
Reintegration is the process by which ex-combatants acquire civilian status and gain sustainable employment and income. Reintegration is essentially a social and economic process with an open time-frame, primarily taking place in communities at the local level. It is part of the general development of a country and a national responsibility, and often necessitates long-term external assistance.
The UN website notes that “it is important to break outside of the traditional view of DDR participants as only being adult males carrying weapons, and remember that DDR participants and beneficiaries may fit all types of profiles including female ex-combatants and women associated with armed forces and groups, children, youth, the elderly and persons living with disabilities.”
UN hopefuls hoping to work in New York and “contribute to security and stability in post-conflict environments” can submit their applications to become DDR officers December 2019 through February 2020.

Now launched as of September 29, 2015, it is described on the Strong Cities Network website as “a global network of local authorities united in building resilience to prevent violent extremism.” The Strong Cities Network will be spearheaded by an International Steering Committee of cities and local authorities selected from different regions across the globe.
Of course Muslim-Americans are complaining they will be targeted, but most Americans are well aware of who the real target is.

A leaked U.S. Army document prepared for the Department of Defense contains shocking plans for “political activists” to be pacified by “PSYOP officers” into developing an “appreciation of U.S. policies” while detained in prison camps inside the United States.
The document, entitled FM 3-39.40 Internment and Resettlement Operations (PDF) was originally released on a restricted basis to the DoD in February 2010, but has now been leaked online.
The manual outlines policies for processing detainees into internment camps both globally and inside the United States. International agencies like the UN and the Red Cross are named as partners in addition to domestic federal agencies including the Department of Homeland Security and FEMA.
The document makes it clear that the policies apply “within U.S. territory” and involve, “DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities,” including “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.”
The manual states, “These operations may be performed as domestic civil support operations,” and adds that “The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.” The document also makes reference to identifying detainees using their “social security number.”
Aside from enemy combatants and other classifications of detainees, the manual includes the designation of “civilian internees,” in other words citizens who are detained for, “security reasons, for protection, or because he or she committed an offense against the detaining power.”
Once the detainees have been processed into the internment camp, the manual explains how they will be “indoctrinated,” with a particular focus on targeting political dissidents, into expressing support for U.S. policies.
The re-education process is the responsibility of the “Psychological Operations Officer,” whose job it is to design “PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations,” according to the document.
The manual lists the following roles that are designated to the “PSYOP team”.

Remember, this is not restricted to insurgents in Iraq who are detained in prison camps – the manual makes it clear that the policies also apply “within U.S. territory” under the auspices of the DHS and FEMA. The document adds that, “Resettlement operations may require large groups of civilians to be quartered temporarily (less than 6 months) or semipermanently (more than 6 months).”
The historical significance of states using internment camps to re-educate detainees centers around the fact that it is almost exclusively practiced by repressive and dictatorial regimes like the former Soviet Union and Stalinist regimes like modern day North Korea.
We have exhaustively documented preparations for the mass internment of citizens inside America, but this is the first time that language concerning the re-education of detainees, in particular political activists, has cropped up in our research.
In 2009, the National Guard posted a number of job opportunities looking for “Internment/Resettlement Specialists” to work in “civilian internee camps” within the United States.
In December last year it was also revealed that Halliburton subsidiary KBR is seeking sub-contractors to staff and outfit “emergency environment” camps located in five regions of the United States.
In 2006, KBR was contracted by Homeland Security to build detention centers designed to deal with “an emergency influx of immigrants into the U.S,” or the rapid development of unspecified “new programs” that would require large numbers of people to be interned.
Rex 84, short for Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the Mexican/US border, the same pretense used in the language of the KBR request for services.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive “scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be “national security threats.”
Under the indefinite detention provision of the National Defense Authorization Act, which was signed by Barack Obama on New Year’s Eve, American citizens can be kidnapped and detained indefinitely without trial.

• Provides technical assistance to peace negotiations;
• Participates in technical assessment missions;
• Advises, develops and reviews (as appropriate) initial DDR functional strategy and concept of operations for further development into a full programme by the DDR component and the National DDR Commission;
• Drafts and reviews DDR inputs to SG report, code cables, and talking points;
• Develops initial result-based framework and budget for new DDR components in new mission;
• Liaises with UNDP and donor community to raise voluntary contributions for DDR programmes;
• Presents and/or defends new and subsequent DDR budgetary requirements in the ACABQ and the 5th Committee of the General Assembly;
• Develops staffing structure and terms of reference for a DDR component, including terms of integration with other UN agencies, funds and programmes;
• Provides technical clearance for applicants to DDR units in new and ongoing missions;
• Provides Headquarters support in planning the civilian and military logistics support for DDR;
• Continually reviews DDR programme strategy and implementation through relevant documents, reports and code cables;
• Conducts field missions to assess implementation of established DDR programmes;
• Identifies potential problems and issues to be addressed and suggests remedies to DDR units in the field;
• Liaises with Member States, UN actors and other DDR interested partners to represent the mission's DDR component at the Headquarters level;
• Establishes and maintains an outreach network with CSOs and IGOs active in the area of DDR.
• Supports the doctrine development work in the area of DDR in the department, with the Inter-Agency Working Group (IAWG) on DDR and other relevant national and international actors working on DDR issues;
• Contributes to Department-level or Policy Committee-level policy development work on DDR and related issues;
• Maintains and further develops the Integrated DDR Standards – a set of inter-agency policies, guidelines and procedures on DDR;
• On behalf of the Chief of the DDR Section, co-chairs the IAWG on DDR, contributes to bringing coherence to the interaction of the UN system and its partners on DDR;
• Supervises the Associate Expert (Junior Professional Officer) in the development and maintenance of the web-based United Nations DDR Resource Centre;

What is DDR?
DDR stands for disarmament, demobilization and reintegration. The objective of the DDR process is to contribute to security and stability in post-conflict environments so that recovery and development can begin. The DDR of ex-combatants is a complex process, with political, military, security, humanitarian and socio-economic dimensions. It aims to deal with the post-conflict security problem that arises when ex-combatants are left without livelihoods or support networks, other than their former comrades, during the vital transition period from conflict to peace and development. Through a process of removing weapons from the hands of combatants, taking the combatants out of military structures and helping them to integrate socially and economically into society, DDR seeks to support male and female ex-combatants and men, boys, women and girls associated with armed forces and groups, so that they can become active participants in the peace process.
In this regard, DDR lays the groundwork for safeguarding and sustaining the communities in which these individuals return, while building national capacity for long-term peace, security and development. It is important to note that DDR alone cannot resolve conflict, prevent violence, or enable development. It can, however, help establish a secure environment so that other elements of a recovery and peacebuilding strategy can proceed.
Who is eligible to participate in a DDR programme?
While a peace agreement will generally state or otherwise indicate which armed forces and groups will participate in DDR, the development of detailed and transparent eligibility criteria is a priority in the initial assessment and planning phase. When determining eligibility, it is important to break outside of the traditional view of DDR participants as only being adult males carrying weapons, and remember that DDR participants and beneficiaries may fit all types of profiles including female ex-combatants and women associated with armed forces and groups, children, youth, the elderly and persons living with disabilities.
Eligibility criteria should avoid allowing persons to enter a programme simply because they have surrendered weapons or ammunition. Rather, the criteria should be based on tests to determine an individual’s membership of an armed force or group. All those who are found to be members of an armed force or group (to be included in the DDR programme), whether they were involved in active combat or in support roles (such as cooks, porters, messengers, administrators, sex slaves and ‘war wives’), shall be considered part of the armed force or group and therefore shall be included in the DDR programme.
DDR defined:
Disarmament is the collection, documentation, control and disposal of small arms, ammunition, explosives and light and heavy weapons of combatants and often also of the civilian population. Disarmament also includes the development of responsible arms management programmes.
Demobilization is the formal and controlled discharge of active combatants from armed forces or other armed groups. The first stage of demobilization may extend from the processing of individual combatants in temporary centres to the massing of troops in camps designated for this purpose (cantonment sites, encampments, assembly areas or barracks). The second stage of demobilization encompasses the support package provided to the demobilized, which is called reinsertion.
Reinsertion* is the assistance offered to ex-combatants during demobilization but prior to the longer-term process of reintegration. Reinsertion is a form of transitional assistance to help cover the basic needs of ex-combatants and their families and can include transitional safety allowances, food, clothes, shelter, medical services, short-term education, training, employment and tools. While reintegration is a long-term, continuous social and economic process of development, reinsertion is short-term material and/or financial assistance to meet immediate needs, and can last up to one year.
Reintegration is the process by which ex-combatants acquire civilian status and gain sustainable employment and income. Reintegration is essentially a social and economic process with an open time-frame, primarily taking place in communities at the local level. It is part of the general development of a country and a national responsibility, and often necessitates long-term external assistance.

It is important to note that DDR alone cannot resolve conflict, prevent violence, or enable development. It can, however, help establish a secure environment so that other elements of a recovery and peacebuilding strategy can proceed.
Who is eligible to participate in a DDR programme?
While a peace agreement will generally state or otherwise indicate which armed forces and groups will participate in DDR, the development of detailed and transparent eligibility criteria is a priority in the initial assessment and planning phase. When determining eligibility, it is important to break outside of the traditional view of DDR participants as only being adult males carrying weapons, and remember that DDR participants and beneficiaries may fit all types of profiles including female ex-combatants and women associated with armed forces and groups, children, youth, the elderly and persons living with disabilities.
Eligibility criteria should avoid allowing persons to enter a programme simply because they have surrendered weapons or ammunition. Rather, the criteria should be based on tests to determine an individual’s membership of an armed force or group. All those who are found to be members of an armed force or group (to be included in the DDR programme), whether they were involved in active combat or in support roles (such as cooks, porters, messengers, administrators, sex slaves and ‘war wives’), shall be considered part of the armed force or group and therefore shall be included in the DDR programme.
DDR defined:
Disarmament is the collection, documentation, control and disposal of small arms, ammunition, explosives and light and heavy weapons of combatants and often also of the civilian population. Disarmament also includes the development of responsible arms management programmes.
Demobilization is the formal and controlled discharge of active combatants from armed forces or other armed groups. The first stage of demobilization may extend from the processing of individual combatants in temporary centres to the massing of troops in camps designated for this purpose (cantonment sites, encampments, assembly areas or barracks). The second stage of demobilization encompasses the support package provided to the demobilized, which is called reinsertion.
Reinsertion* is the assistance offered to ex-combatants during demobilization but prior to the longer-term process of reintegration. Reinsertion is a form of transitional assistance to help cover the basic needs of ex-combatants and their families and can include transitional safety allowances, food, clothes, shelter, medical services, short-term education, training, employment and tools. While reintegration is a long-term, continuous social and economic process of development, reinsertion is short-term material and/or financial assistance to meet immediate needs, and can last up to one year.
Reintegration is the process by which ex-combatants acquire civilian status and gain sustainable employment and income. Reintegration is essentially a social and economic process with an open time-frame, primarily taking place in communities at the local level. It is part of the general development of a country and a national responsibility, and often necessitates long-term external assistance.

The United Nations is now accepting job applications in New York City, New York for Disarmament, Demobilization, and Reintegration officers to “contribute to security and stability in post-conflict environments.”
The job listing was posted to the U.N. careers homepage on Dec. 26, and notes that “female candidates are strongly encouraged to apply for this position” because “the United Nations Secretariat is committed to achieving 50/50 gender balance in its staff.”
UN DDR forces operate under the intergovernmental organization’s Department of Peace Operations to “assist” the Member States, including the United States, in a boots on the ground capacity.
Applicants eager to conduct DDR “field missions” are required to have “seven years of relevant experience in disarmament affairs, political analysis or in national military or paramilitary service” and an “advanced university degree (Master’s degree or equivalent degree) in disarmament affairs, military studies, political affairs, economics, international relations, or a related field.”
The UN describes the Disarmament, Demobilization, and Reintegration protocol as “a complex process, with political, military, security, humanitarian and socio-economic dimensions.”
Key components of DDR as defined by the UN include disarming the civilian population and “the development of responsible arms management programmes” and the implementation of mass detainment camps:
