I would just use an aquarium chiller, much easier and less f*cking about trying to make your own, which will more than likely not be programmable.
ive used Hailea chillers for years, they are great, reliable and never let me down. they are rated for capacity of nutrient you want to chill, in litres. run a separate 1000 litre pump solely for the chiller.
