Help with power and distance

Good afternoon, as the title says, I bought a Marshydro fc e4800 and my problem is that I don't have a lux meter, and I don't know whether to put the power according to the manufacturer, because 80% I see it too much, right now they are 12 days after their germination and the I have 90 centimeters and 30%. Seedlings don't need a lot of light. If they are stretching abnormally then they need more. If they are just sitting there squat with seed leaves out and not growing probably too much.

Here is the distance and power for reference. but you need to adjust according to plants.

Seedling: 24-30 inches, 25% power.
Vegging: 18-24 inches, 50% power.
Early flower: 18-24 inches, 75% power.
Flowering: 12-18 inches, 100% power.
