I see no problem here because;
1.
"congress shall make no law . . ."
And not just the second amendment.
The 10th amendment clearly states;
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
That says that State legal, IS legal!
So it is not a lie for a card holder to answer no.
And B.
Marijuana is simply not addictive.
One can not be addicted, so, it is not a lie to answer no to the second part.
I would therefore have no conflict of personal ethics filling out their silly form.
And no fear of perjury should my answer be challenged.
I presently have no need for a weapon, but will defend to the death your right to possess one.
