DOR Emergency Rules - No Public Input Allowed

In their infinite wisdom, the CO Dept of Revenue has decreed that they will issue Temporary Emergency Rules by July 1. They are claiming they don't have time for public input since the Gov. just signed the legislation this week and rules need to be in place by July 1.

What a bunch of bullshit!!!

"Given the breadth and depth of the public participation in connection with the Task Force and the implementing legislation and the short time within which the State Licensing Authority is required to adopt emergency rules, there will not be opportunity for additional input from the public prior to July 1."

It's not like they didn't know that the deadline was going to be July 1. Once again, the DOR is disenfranchising the public from the rulemaking process. They want to allow public comment later in the summer, only after they have decided on the proposed DOR rules.

Essentially, law enforcement will write the rules and the public will be ignored. Dontcha know that LEO has your best interests in mind?
