Ballasts in or out of grow room?

For the longest time I've kinda figured in a perfect world it would be best keeping ballasts outside the grow room to help keep temperatures down inside the room but I've alo heard people mention that if they have full control of temp(example: ac units or etc) they prefer to keep ballast in the room since the cooler temps help preserve the quality and life of their ballasts which also sounds like a good point.

I'm in mid construction of my new room which is having a nice ac unit installed and can't decide if I should mount them in or out of the room. My house is rather small and this new room is actually going to be the 2nd room in the basement(one for veg and one flower). My veg room has no ac and suffers from heat issues in the summer so kinda concerned that mounting 8 1000 watters outside my flower room may contribute to more heat issues with the smaller room.

What do you guys think I should do here?

1K ballast will give between 750/1000 Btu each, time this by 8 and you need 1/2 or 2/3 ton off A/C just for cooling ballast .IMHO it's
a waste of energy,in my room they are outside in there own box.
