There should be some kind of age restriction unless there's a real medical need. Even then, underage use shouldn't be treated as a crime. I was sneaking out of the house to get drunk with friends when I was 14. Weed would have been healthier and safer.
You're right about being an adult at 18. I joined the Army just after my 18th birthday. Anyone old enough to make that decision is old enough to make their own decisions about alcohol and weed. And any other drug, really. Some drugs are bad for you, but I won't tell other adults they can't take something because I think it's unhealthy.
