San Diego mayor orders end to city war on marijuana dispensaries

SAN DIEGO (Reuters) - San Diego Mayor Bob Filner declared an end on Thursday to the city's legal war on medical pot with a letter to city authorities ordering civil prosecutors to "stop the crackdown on marijuana dispensaries."
Filner, a Democrat who was sworn in December 1, said in the letter sent to the police chief, city attorney and the city's Neighborhood Code Compliance Department that such shops could still be scrutinized for other code violations like any other business.
"Until we have a new set of regulations for medical marijuana distribution, I have asked the Neighborhood Code Compliance Department and the Police Department to temporarily halt all prosecutions of city zoning code violations when it comes to medical marijuana dispensaries," Filner said in a statement.
He added that he plans to bring a proposed ordinance on the matter to the city council soon to regulate marijuana dispensaries to close a regulatory gap that had allowed the shops to be prosecuted on zoning violations.
The announcement signals a sea change in dispensary prosecutions in California's second largest city, with a population of 1.3 million. In 2011, the city attorney launched code enforcement action lawsuits against more than 100 medical marijuana dispensaries and shut most of them down.
City Attorney Jan Goldsmith responded to Filner's call for an end to the prosecutions in a letter that said, "We will, of course, comply with that direction."
The move comes amid a growing federal-state battle over marijuana that intensified when states in the U.S. West and Northeast liberalized medical pot laws in recent years, setting the stage for voters in Colorado and Washington in November to approve legalizing recreational use of the drug as well.
The federal government holds that marijuana is an illegal drug liable to be abused and has cracked down on medical marijuana operations in California and other states where it is legal.
San Diego U.S. Attorney Laura Duffy sent a letter in August to the city of Del Mar warning that even city employees who "conduct activities mandated" by a proposed Del Mar medical marijuana ordinance were not immune from prosecution.
Duffy was traveling out of the district on Thursday and was unable to respond to media inquiries, her staff said.
Other cities, including Oakland and San Francisco, have sought to add zoning rules that allows such shops. In October, the city of Oakland sued the federal government to block U.S. authorities from closing down a prominent medical marijuana dispensary that is featured on a reality television show.
Eugene Davidovich, the spokesman for the San Diego chapter of Americans for Safe Access, applauded the mayor's move to end targeted prosecutions.
"I'm so hopeful that this is the end to these lawsuits and it will create a path to regulation of shops for the thousands of people who rely on this medicine," Davidovich said.

ever notice how every one of these stories has a comment from eugene? and do you notice how filner said NOTHING about criminal prosecutions and reeling in bonnie dumanis' crazy ass?

ASA has their own agenda and it's not necessarily one that serves most of the folks reading this thread. as i understand it, part of their local platform is to limit home growers to a 5' x 5' area and to subject larger grow to a metric shit ton of bureaucratic scrutiny.

nationally, ASA is the organization that is suing the FDA to reclassify cannabis in another schedule. if this comes to pass, cannabis would be considered a pharmaceutical drug. you would need to get a doctor's prescription (not a rec) to obtain it legally, and it would be administered in whatever form the FDA and Big Pharma dictate.

ASA sounds like they carry the torch for growers, patients, stoners, and mom & pop growers, but the policies they advocate are more in line with the interests of pfizer and rj reynolds than people like us.

I suggest you check out
Www.safeaccessSD.com
Its the local ASA website. Everyone has their own opinions about ASA but it is the largest patients advocate group locally.

The above qoute was my response to someone from out of state looking for info about MMJ in San Diego

I used to be very active with ASA San Diego & even got the first version of their website put together for them. For various reasons, first of which is schedule conflict, I have not attended any meetings or participated in any of their events for close to 2 years now. I did however recently donate to ASA National.

I consider many of the people I know to still be active with the local chapter to be friends & I know they are doing what they feel is best. Do I always agree with their tactics...no.

I feel like Sunset Limited made some points that are on target, near miss & total miss in his post. As I startyed by saying-
Everyone has their own opinions about ASA but it is the largest patients advocate group locally.

It doesnt cost anything to attend their meetings. Maybe attend a few and see if it's for you (not directed @ Sunset Limited but to anyone interested in the topic).

@ Sunset Limited-
I'd be happy to discuss this more with you off line. As you might be able to tell, I have mixed feelings about the whole topic. Feelings that are kinda hard to distill down to a concise / cohernt post.

There's a lot of variations on the name Triple OG, I have no idea how this one is spelled or what her lineage is, but when I saw her in flower at my friend's house, I knew she was a keeper. One consistent characteristic is that she immediately throws out side branches that stretch outwards almost horizontally. This is typical with a lot of OGs but unlike the Tahoe or Valley, her side shoots are actually strong and don't break off easily. Also, 3/3 had side branches that were resting on the rim of the pot then curling upwards. Here's what mine look like after vegging under a 400W HPS. I love that she doesn't need topping or training to bush out and she has short internodes. Did I mention that she clones very easily, puts out huge, and reeks of OG goodness? I think she is going to be something special.

If you haven't tried making a bonsai-style mother plant, I highly suggest you try it. Check out this Dubtech7 mother...the cuts that come off her are plentiful and almost as thick as a pencil, even vegging under HPS, yet her total height is only about 2 feet.

Your going to love her bro! I ran the Triple OG for a couple of years solid. From what I can tell from the photos and description, it sounds like the exact cut I had. It's ORGNKIDS Triple OG aka XXX OG. She's a huge calmag whore and goes a solid 75 days. She will need branch supporting later in flower because of the quite large OG buds she puts out. The finished nugs have a strong fuel/OG scent and the flavor is very very strong. One of the best tasting IMO. She will for sure throw nanners past 40 days so keep an eye out. The only reason I chose to toss her was her finishing time. Other than that, she's KILL!

Oh and she will LOVE you for topping her!

I forgot to mention that, but she does produce larger than average buds. Also, the white hairs seemed thicker than normal and the overall appearance of the nuggs seemed soft, rounded almost like a pine cone from what I remember. Thanks for the info, I knew somebody on here would know a little something about her.
