Driver charged with DUI Marijuana after deadly crash in Vancouver

VANCOUVER, WA (KPTV)

Police believe this is the first deadly crash involving marijuana since it became legal in Washington. Investigators said the driver hit and killed a pedestrian around 5:50 p.m. on East Mill Plain Boulevard and Andresen Road.

Police say the victim, a male in his 50's, was believed to be walking back from Safeway and stepped out into the middle of traffic.

The driver, Scotty Rowles, was driving westbound on East Mill Plain Boulevard and could not stop his car in time, according to police.

Detectives says Rowles cooperated with the investigation, but after interviewing him they determined there was enough evidence to arrest him on suspicion of driving under the influence of marijuana.

Police believe this is the first deadly crash involving the drug since it became legal in the state of Washington.

Police say the victim was close to two different lit and controlled intersections, but chose to step out into the middle of traffic, which would clearly put him at fault.

However, because Rowles was believed to be under the influence of marijuana, Washington State law says he is technically at fault, according to police.

While it may now be legal to smoke marijuana in the state of Washington, police say it is never legal to smoke it and then get behind the wheel.

The victim's ID will be released after police notify his family.

I was amazed at the way that Drudge headlined this one - the fact that the pedestrian stepped out in front of fast-moving traffic appears not to have entered the writer's feeble little mind.

I thought Drudge simply takes articles and headlines from other publications and puts them all in one place, not writes them themselves.

Technically... they're all a bunch of ignorant civil servants. Literally.

Doesn't seem to stop people from lapping up what they say and do though.

In Cali they tried to prosecute a dispensary for selling cannabis brownies. Some guy ate a few and passed out behind the wheel... can't remember if he killed anyone. (Notice I didn't say the brownie or dispensary killed anyone)

The pedestrian is at fault!


We would not be hearing about this if the driver was on barbituates!
(edit: Or other Rx script, new script, change of script. Hearing about it as in nationally... because it happens all the time with Rx medications and people don't care. If people don't care and it isn't more socialist programming... it ain't broadcast newsworthy)

Well, it might not make the news, but he very well may have been charged with DUI if it were legally prescribed, or even OTC medication. I've heard some talk of citing folks for falling asleep at the wheel, too, as that's now thought to be responsible for many, if not most overnight accidents. I have no idea how they'd prove it, let alone cite a dead guy.

fucking government cant come up with a test that shows you were high at that very moment on cannabis that was just smoked or smoked days ago so how can they prove he was high at that very moment

This is so common, people being blamed for other people's actions.

In All honesty, I am going to send a little cash to this fellow to help out. Not much but fuck, a deadly crash marijuana statistic has just been falsely added against us.


I know an insurance salesman in Washington that is a total piece of shit. The guy has been everything from a disc jockey to a host on a tv show where you show movies and ask people what the secret number of the day was, to win money.

Anyway, his old feeble father loved him, but the man was embarrassed by his father's old simple mind. One day the father walks into a moving car, at night, in the rain, wearing black.

The son sues the insurance company for the max payout. Then after that smoke clears he sued the driver's estate, and won. He got more than the insurance pay-off and it was clearly the victim's fault he died, as unfortunate as is it.

If you guys are real, send this guy some support, write a letter, help with his legal defense because he is going to be hung on a cross and used against us forever. He will be the reason they should not allow marijuana to be legal.

Drudge is a news aggregator, but they do write their own "headlines" for the links. And they are pretty equitable in the information that they link to - they were merciless towards Dubya.

So guess what DUI... even though it may have been a few days from the point of use

Thats the defense you use..... ya your test showed thc in my system but it was days ago i used it.... prove that im impaired or that i used hours proir

I been sittin in jail for days now and im still guuna test positive today if you test me

after running some dude over i'd be a little taken aback too....kinda like i am when i'm super fucking stoned and weird shit happens.

they have to show guilt....he has has to prove innocense.

It has already been proven that these marijuana DUIs are totally unscientific and show nothing other than use of the product.... be it that day or week prior.
