When shooting from a distance, you are ALWAYS trained to aim low - hips and legs - why - b/c the suspect might be wearing armor. Once hit low, they fall....that's when you move in for the head shot...

Simple, basic, tactical shooting. Yes. Anyone TRAINED to use a firearm - could have and would have - put an end to such nonsense quickly...

Actually, the problem is the low incidence of CCW holders in urban areas and the people who do have CCW's not carrying their weapon. The school shootings have been nothing more than a target range for the perpetrators because of the laws surrounding carrying weapons on school grounds. There was a woman who addressed the "Million Mom March" after the McDonald's massacre in San Ysidro that had been there with her mother and daughter. She said that she would have to live for the rest of her life with the knowledge that her mother, and 20 other people, had died because she left her legally-carried firearm under the seat of her car when they went inside.

Colorado does. Colorado has the "Make My Day" law, like a Castle Doctrine law. Keep in mind though that most of these people at the theater were young adults. They aren't typically the type to go out and get a CW Permit & carry a gun.
