I do not believe Bush to be of even average intelligence. But I am willing to bet his reading comprehension superior to yours as I clearly stated that I didn't know who was responsible or how exactly it was accomplished.

Bush might also be confused about the concepts of velocity vs. acceleration where (distance/time) is velocity and acceleration is expressed as an inverse square of (distance/time squared).

As far as "The Government" keeping secrets, as mentioned above, the question is confusing since I didn't point the finger in any direction. I'd like to see a new investigation be able to do that.
