The shit is falling apart because the moneies supposedly meant to fix shit isn't getting used for that purpose. Just look at all the lotteries for an example. When the lotteries first start popping up one of the big pitches to sell the idea of having them was that revenue could go towards repair infrastructure or paying for education. Well if that's what happened how come bridges are falling, roads need repairing and they're cutting education to balance budgets?
Another example is cigarette tax. Supposedly the reason there is a few dollars worth of "sin" tax added to every pack of cigarettes is to cover the added costs to healthcare that smokers burden the system with and yet the cost of healthcare has steadily risen at the same time as the "sin" taxes.
