First of all, the text from that website seems to be from a summary by Osram not the actual directive. It's cool that companies offer consumers info like this but I wish they didn't try to confuse us with marketing speak when they do ("HPS standard quality" is their way of saying CRAP bulbs) .

They are not banning HID lamps. That would be retarded as they are the most efficient type of light (yes even more efficient than LEDs for general lighting) and they aren't trying to ban any certain technology, only make energy efficiency requirements.

Another thing that needs to be noted is that this directive is for "street, office, and industry lighting". Agricultural use is a different thing I think. At least Bistar states that the directive does not cover lamps having "6 % of total radiation of the range 250 -780 nm between 250 - 400 nm", "11% of total radiation of the range 250-780 nm between 630 – 780 nm", and "5% of total radiation of the range 250-780 nm between 640 – 700 nm"... which to me sounds like "grow lights".

Semi-auto Rifles are the standard for killing humans, this much is true. However, there are instances where killing an individual is lawful, so to argue for the banning of Semi-autos is ridiculous, imo.

Then again, places like the EU want to tell you what kind of bulbs you can light your home with, so I feel like I've heard just about everything.

I can see many legit needs of an individual for different light bulbs. But WTF is the legit need for a semi-automatic rifle where individuals are concerned??? They should ban rednecks!!!!!

I can even find legit uses for my semi auto 12ga as I shoot over 1000 pheasants, quail, chuckar, grey partridge and grouse every year. But semi-auto rifles are for killing people.

Europeans are in for a treat in the near future. Have you ever read or seen 1984? You'll be wishing you'd kept your arms.
