Its real easy. (I am state certified electrician).
You will need the correct 240v breaker for your panel.
If no open spaces will need a Tandem Breaker
A plug tester and a 240v plug
Remember safety 1st if your are uneasy with electrical get help. Wear gloves and face shield.
You have to go to your panel and figure out which breaker the outlet you want to be 240 is on. Turn off. Get a plug tester and see what else turned off. Anything that is off and on the same circuit will be 240v too. Mark EVERYTHING on the circuit. Cover em or take the outlets out and put blank plates and safe off the wires.
Now go back to your panel TURN OFF YOUR MAIN if you are unexperienced
and pull the wire from the breaker.
Take the neutral(white wire) for that circuit and pull it from the bus bar.
Install the new breaker in open space if available. If not you will need you will need a tandom breaker like http://www.lowes.com/pd_7087-1318-MP22020_4294821906+4294965047+4294820081_4294937087?productId=3182941&pl=1¤tURL=/pl_Tandem_4294821906%204294965047%204294820081_4294937087_
Most likely you will need a 15/20-20/15 or 20/20-20-/20
So pull out the old breaker and turn off and pull wire from breaker below. Then install new Tandom in the space. Land the wire from the breaker you pulled to make space and land and the single pole part of the new breaker. Take the Hot and Neutral from and land those on the 2 pole part. Then before you turn it on take the 120v plug off and replace with the new 240 volt plug. Now you can close your panel up and turn everything back on.
Remember if the wire is 14gauge no more then 2800 watts on a your 240v circuit and 3800watts on 12 gauge. That is 80% load of what the wire is rated for.
