I'm not a particularly hard person to get along with. For the most part, I keep to myself. Without getting into too much detail, I live in a nice, quiet part of town. Or at least, I used to. The house has been in the family for ages, and the block had a bunch of nice older people living here.

Over time, the older people gradually moved away, and now the house next door is owned by a slumlord. He's let this beautiful home next door fall into disrepair, and so the only people he can rent it to are miscreants. I don't have anything against rap or any other music, so long as I can't hear it. In my view, your freedom ends when it infringes on someone else's. They regularly are blasting music, or revving their engine on various and sundry vehicles. Noisy parties and everything. They're also racist as hell and just generally not savory characters.

My living situation here has gone from living next door to the nicest neighbors to having a revolving door of the clampetts and their relatives. Earlier today the cops had to drop by their house for something or other. I wouldn't wish ill will on most anyone, but these people suck.

edit- it's kind of like that South Park where the boys are sitting around enjoying their peaceful serenity, and then all these loud obnoxious Harley riders drive by. Nothing against Harley riders of course.

I don't even mind so much about the noise, it's more the domestic disturbances. I can just see having to answer questions after someone gets stabbed or shot over there, or something equally unsavory. Luckily there's a good chance I'll be able to move from here in the next few months, so the situation should resolve itself. It's just unfortunate since this has been a quiet, peaceful neighborhood for the last 50 years or more.

I've had crappy neighbors in the past and it sucked. Once I had a drug cop across the street and a k9 customs officer next to him, the neighbor to my left was cool but really nosy (Wilson from Home Improvement). I moved waaaay into the woods and now am lucky to have a close neighbor at a mile away.
As for your situation now, I think there are two ways to look at it. First, the heat they'll draw can pull it away from you and your secret underground lair....the other way to look at it is, if he's got cops over there, your spot could get a little bit uncomfortable (as it appears to be). There is also a thing called nuisance abatement laws in some communities which evict tenants if police have to respond so many times. The landlords get penalized for their tenant’s behavior as well. Look into it, and get those bums away from your home!
You could also organize a neighborhood watch program...get friendly with your local LEO and it could help your situation drastically.

Sadly it's really nothing that grand. It's more along the lines of the boat, the ATV, the raised truck with muddin' tires and so on. One of them has an SUV with spinners and 20" rims to give you an idea. An ice cream truck would be a huge improvement...

I hope you situation improves. I once had neighbors that were of the off color type (meaning not your typical acting people). They were Caucasian and bit on the wild side. Parties, smoked a lot of weed in their front and back yard (I really didn't mind that except it draws extra unwanted attention to what I'm doing), old cars that didn't run, you know, eerily similar to what you got going on. I after a 2 or 3 months just said screw it and went to their house with a 12 pack became goods friends with em, (you know actually developed a relationship with them) and when noise or whatever was a problem I would say "Please turn it down my sons sleeping" or "please smoke that on the other side of the house or go inside cause my son can smell it. BTW let me take a toke." (At the time my son was young so he was a good excuse to use) I even gave them a gram or two and said try this. You may not be able to follow my example but issues and problems can always be solved in a decent manner.

Neo 420 - I acted similarly to what you're suggesting for the first few crops of neighbors. But this current group is by far the worst. I don't even want to introduce myself to them, and haven't. Mostly because they're racist; I just don't want to have anything to do with them. Sorry we seem to have run across another here. Besides, I'm sick of going over and introducing myself to each new crop of people. Then I'm obligated to go over and ask them politely to please keep it down at 2 am when I'm trying to sleep. It's just nothing I'm going to be bothered with, nor should I be.
