Hi farmerred,
hard to find clear response. Is hard as you have experimented. Some fulvic/humic acids and/or aminoacids baths may help to feed best possible root tips coming out and maybe give them energy enough to progress further.
Old seed case also tends to act like oxidated (excuse my english cant find correct words today) A slight presure on seed may help to crack shell a bit, or dismounting both seed case shells may help to embrion not to waste energy but only feed if possible to live.

I have found that if you have long nails and a very steady hand, with a clear head, you can get the ends of the shell with either nail and slowly and gently pry the seed coat off. It is risky and takes a lot of concentration imo but it can help. Another thing you could try is getting a nail file, file all the way around the edge of the seed, not all the way through but enough that it helps weaken the casing, then soak in warm water with some kelp extract or whatever you have around, maybe superthrive etc. After about 24 hours start the seeds how you normally would but the paper towel may be easier so that you can ensure the seed coat can be taken off if you are worried you wont see it in the soil.
To try and build on what charlie said with the acids another kind of acid you could try is gibberelic acid, then you put into a jar with an air stone attached to an air pump. Make sure there is not too much pressure in the jar or many bubbles that the seeds are bouncing all over the place. Once you see the roots cracking out you can put into an oxygenated jar with a very light nutrient solution. I haven't tried this nor do I have the rates on hand at the moment but I have heard, bear in mind it is heard not firsthand knowledge, that it works well.

I haven't tried this either, but the way I heard it told by Steve Tuck, you should use ThriveAlive and DMSO, not gibberelic acid.

Is very important to work them in clean area, and clean hands and tools to manipulate. Be careful with Giberelic! I wont recomemnd it either and much toxicity. Bit of kelp also may help.

Thanks all for the help. Some research on the acids mentioned and hopefully some results. I have so many of these tiny dark bastards it just might work. By the way that f-13 cross looks like some poison oak.

Thanks dubi! I will be sure to post my best pic here when they are done. I am playing with mutants so who knows what will come up. I know Panama will add some nice qualities for sure.
Here's a group shot of some of the f13 x panama. Notice how tall the plant on the right is compared to the rest? That was a Panama leaning seedling. I think the vigor came through...

Yes, Panama adds lot of vigour, yield and potency to it's hybrids. F13 panama mutant looks very interesting, at least morphologically, it'd be great to develop a stealth camouflage plant with different appearance and leaf trait to classic marijuana look like wally's ducksfoot.

30-40 years is maybe too much to expect some germination but you have nothing to lose. If you are not finally succesful i'd recommend you to try our Panama, it's faster pure sativa panama version, highly worked, she has all the good traits that made so famous the old american red sativas. Sure you wont be dissapointed. Best wishes.
