No, after 3 weeks, not all strains do so well.
Yes, you will see weird stuff like single-finger leaves and such but in about 3-4 weeks it should be fine.
Cutting 2 weeks into flower seems to get the closest results to cutting during veg. After that it takes a bit longer to root. (generally speaking)
