As far as I can tell (so far) he has not mentioned an authorization to begin Transition. It is being reported that he has, but that reporting says that his opponents team claims he said they can begin "when provoked, based on the law." So, right now, it is being reported that he has and also it is being reported that he has not. This story will need clarification. But, so far there is no public record of Bolsonaro authorizing a transition.
