This means there's two possible outcomes you believe -- that systemically racist policies along with poverty creates crime, or that black people are genetically more violent than other "races". And if you believe the latter then you're a racist.

What if one believes that black people are disproportionately violent due to heavy social engineering (perpetuated mostly, but not exclusively, by white people)? Would such a viewpoint be "racist?"

- When I was a youth - and went thru puberty - it was a time when I was more exposed to gratuitous or senseless violence - either due to the situations I got myself into - or others around my same age - got me into at the time - and I wondered about it back then - to discover that more than likely it was at least partly due - to the male hormone Testosterone - that is released in males and also females during puberty - (more so males) - and has the capability to increase muscular growth/strength in the body - and also increase aggression/combativeness - so more likelihood of being involved in violent confrontations -

- If you then look at what racial/ethnic groups are over represented in the prison system - via degree of population in the country for violent crimes - then discover that on average a particular group has around 17% more testosterone released into their bodily systems during puberty than the other racial/ethnic groups - and is the top over-represented group in the prison system - and also the most at risk group for prostate cancer - which high testosterone males are much more susceptible to in later life - a hypothesis starts to take shape -

First, your cited abstract doesn't define puberty age. Nor do you. 12-15? 16-19?

Abstract:

Overall, between the ages of 12 and 15, black males had lower testosterone levels than white males. Testosterone levels increased rapidly with age and reached higher and earlier peak levels in black males compared to white males at 20-30 years of age. After reaching a peak level, testosterone levels declined earlier in blacks than in whites.

What I had seen

In adolescent males, non-Hispanic blacks did not have a higher testosterone concentration than non-Hispanic whites, and Mexican-Americans had the highest testosterone concentration, patterns similar to adult males.

I guess that it all depends if you buy into the concept of 'race' in the first place - testosterone levels do vary from male to male (also amongst females too) - and nation to nation - whether they are as instrumental as some might believe in physical violence or not is debatable - as is the whole topic - humans do have congenital differences that are apparent in one group/ethnicity and not so much - or at all in others - there is much diversity of anatomy and body chemistry throughout human kind - some people are better at running than others - and others better at swimming -

I disagree - perhaps you are getting confused with the word 'racialist' - or even 'race realist?' - like I have said before - if - you buy into the concept of 'race' in the first place - well - is there any other human race on this planet? - don't think so - you might find humanity divided into various tribes - many of whom are called - and wish to be called 'races' - although in reality they are just tribes of the human race - and we all share mostly the same DNA - there are differences and variations - as you would expect there to be - but generally we are all remarkably similar to one another -
