It's not legal to steal in any state. Instead of making an arrest on the spot and taking the person to jail, the police give citations. When the citations are not paid and the person has multiple warrants for not paying for the warrants the police will arrest the people of interest. That being said it may take a year or two before the store thieves in up in jail and store owners are pissed off about it. Unfortunately, there are a lot of people who think it's okay to steal now with the new law only to find themselves in jail later.
And again Frosty is hilariously wrong. Shoplifting is not legal in ANY amount.
This has nothing to do with police and everything to do with insurance companies not covering employees if they get hurt stopping a shop lifter, or the shoplifter suing the store claiming they were injured.
That's why most stores now have a policy of just call the cops but do not confront.

This is exactly what insurance companies are trying to stop. This woman is going to get paid millions by the insurance company.
