Is there a best time of year to buy seeds?

It occurred to me that many breeders work, at least to some extent, in greenhouses with natural light and the seasonal changes, therefore there might be a lot more seeds,a nd fresher seeds, coming into inventory in late autumn, maybe November. Might there be anything to that?
