The plant may use a bit more N in veg and more P in flower, but in organic gardening, the plant is in charge and the nutrients are already in the soil. In addition, more and more research has been shared with me by Microbeman and Spurr that shows that you don't need much P in flower to have a healthy plant and gardeners have been massively over-applying it. People get caught in this conventional/chemical mindset and it's just not accurate. There are many other nutrients, both macro and micro that are important for plant health and plant growth.
