Maybe concrete is actually a good growing medium.
I actually grew a plant in a crack in the concrete once on purpose to see how it would do, I used to put a 4L distilled water bottle with a pinhole in the corner next to it to drip water all day, it grew to about 5cm tall with a couple of cones of bud which smoked up good.

no handicapped tag hanging from mirror, write 'em up! plus, they are straddling the line, taking up two spaces... this is how you don't park. some places, you are not allowed to back into a spot, LEO can't see your tag from their car.
