Everybody wants a piece of the pie. 
As long as people pay stupid prices for personal use the black market will be there. They were there first and know how to make a profit. Weed is free, all you got to do is cultivate it. I haven't bought weed since the 70s
the stupid price is when u go to the dispensary and buy shit weed for 400 an oz, when the local dealer has better weed at 250 an oz....
You can grow your own legally but are whining about dispensary prices!? 
Even at a east or south window you can get pretty good results in spring and summer, everybody without a garden can do that without energy costs.
Small east roof-window with only a few hours direct sunlight from morning to noon, plant in small 3,5L pot with organic tomatoe fertilizer:

Btw, i never did and would never pay more than 10€/$ per 1g/0,035oz for weed, regardless of whether from the black market or a dispensary(if we would have these).
