Didn't read it, but the laws regarding seeds haven't changed really. What has changed is the availability of them. Now it is legal for anyone in America to buy posses or sell seeds or clones, shipping is also now allowed without restriction.

From what i could tell, that referred to a hemp seed certificate so that buyers of hemp seed would be assured of the genetic lineage/quality.
