Of course, there is Spain and Switzerland at least. Even in Belgium the pot scene is big, even though it is underground.

I love this video from Switzerland, though I believe this was going on in the mid 90's. It's not that open anymore:

If you like reggie you should go to summerjam in Munich, Germany..The biggest reggie festival in europe..good music and lot´s of herb!

You will get offered weed on the streets of Brixton and Camden in London, several other cities in the UK have similar areas.

In Spain, the Moroccans will usually know someone with "Chocolat", weed is almost always outdoor, seasonal and not often offered on the street. Likewise, Portugal is pretty open, a lot of the smuggling now goes thorough there, but France is a big no no, les gendarmes are really hot and there is a real possibility of prison.

I just got back from Barcelona and found weed and hash without too much problem. Saw people growing on balconies and smoking in parks. Very liberal laws and open attitude.

The best green I got when I lived in Europe always tended to come from the netherlands... but maybe that was because I lived in countries neighboring it.

like what two said about barcelona, everywhere I've been people are pretty open about it.. even growing plants in their windows. lol.
